Today, Ward 4 Councilmember Janeese Lewis George, Chair of the Committee on Facilities and Family Services, introduced the Luggage for All Youth in Foster Care Amendment Act, or Lisa’s Law, requiring DC’s Child and Family Services Agency to provide children in DC’s foster care system with new luggage for use in transporting their belongings.
The bill also bans the practice of using trash bags to transport the belongings of children in DC foster care, a common practice in jurisdictions without foster luggage laws.
“Giving kids their own suitcase, duffel bag, or backpack is a simple accommodation, but one that has a profound impact,” said Councilmember Lewis George. “When we treat foster kids with dignity and respect, we affirm their worth and offer them stability during challenging transitions.”
The bill, which is also being introduced as “Lisa’s Law,” is named for and inspired by the advocacy of DC resident Lisa Cohen, who grew up in the foster care system and has dedicated her career to improving the outcomes of children in foster care.
“I’m grateful to Lisa Cohen for her years of advocacy on this issue,” said Councilmember Lewis George. “Her dedication has been inspiring and influential in allowing kids in foster care to carry themselves and their belongings with dignity.”
If passed, DC will join Texas, Oregon, and Maryland as among the first jurisdictions in the U.S. with foster luggage laws.
The legislation is being co-introduced by Councilmembers Brianne Nadeau, Christina Henderson, Vince Gray, Robert White, Trayon White, Zachary Parker, Anita Bonds, and Brooke Pinto.
