This was a major week on the Council, as we took our first of two votes on the FY26 DC budget. While there are many hard-fought wins to celebrate in this version of the budget, our work is by no means over. Over the next two weeks, I’ll be working to fill remaining gaps to protect important DC programs and services. This week, I was also grateful to kick off our Ward 4 pop-ups, making stops at New Hampshire and Farragut and 5th and Kennedy. Lastly, make sure to read up on important details ahead of the Citi Open Tennis Tournament starting this weekend!
Council News/Legislative Updates
First FY26 Budget Vote and the Path Ahead
This week, the DC Council voted to approve our Fiscal Year 2026 budget in the first of two votes on the bills. Throughout the budget process, my approach has been rooted in supporting families, housing, essential services, and the health of our community in this unprecedented, high-stakes moment for the District of Columbia. Here are some of the wins we delivered for Ward 4 and beyond:
For children and families:
- $15 million for childcare subsidies
- $4 million for the Pay Equity Fund
- $2.4 million to restore Community Schools grants
- Funded the Boys and Girls Club at Jelleff Community Center
- Protected Paid Family Leave benefits and the current tipped wage for workers
For housing and social services:
- $6.6 million for Emergency Rental Assistance
- 160 Targeted Affordable Housing vouchers for families
- $940,000 for families exiting rapid rehousing
- $5.5 million to restore TANF cost-of-living adjustments
- $200,000 for the Emergency Housing Assistance Program
For public safety:
- $19.5 million for DC’s Access to Justice Initiative, ensuring critical legal support for residents facing eviction, foreclosure, and domestic violence
- $1 million for charter school lead testing
- Restored funding for the Legal Counsel for the Elderly hotline
- Funded additional DPW SWEEP Inspectors
- Restored $7.8 million for the Attorney General’s Litigation Support Fund
For resources in Ward 4:
- Restored $2 million for the Brightwood Park/Manor Park community commons library
- $1.2 million for the installation of an elevator at DACL’s Hattie Holmes Senior Wellness Center
This budget still has outstanding items that I will be focused on addressing before the second vote on July 28th. Here are some of my top priorities ahead of final reading:
- $1.7 million is still needed for DGS’ school summer readiness efforts
- Proposed changes to health insurance would leave thousands of District residents without healthcare
- Lack of Permanent Supportive Housing vouchers for single adults means hundreds would continue sleeping outside and without shelter
- Funding gap for the Child and Adolescent Mobile Psychiatric Service must be addressed.
During Monday’s legislative meeting I moved an amendment striking language in the budget that would repeal Initiative 82, which protects tipped workers’ right to earn a living wage. I’m grateful to my colleagues for rejecting a repeal that would ignore the realities workers face while trying to live & work in one of the most expensive cities in the country. Ahead of the final vote, it is essential we ensure Initiative 82 remains intact and workers’ wages are protected.
I also want to share the exciting news that the Council voted to fund Initiative 83 thanks to an amendment from Councilmembers Henderson and Nadeau, which establishes ranked-choice voting in District elections. This is a win for fairer elections and upholding the will of the voters who overwhelmingly voiced their support for this measure at the polls.
While this budget isn’t perfect and significant work remains to address the gaps I’ve outlined, it contains crucial investments in housing justice, education, and legal services that our residents desperately need. I remain committed to continuing to fight for Ward 4 families and vulnerable residents as we look ahead to finalizing the budget this month.
FY26 Budget and the Future of Rock Creek Tennis Center
In the most recent version of the FY26 budget shared by Chairman Mendelson, funding was allocated to renovate the Rock Creek Tennis Center and transfer the center to District control. Over the last few years, more expansive repairs have been needed each year for the tennis center to stay in compliance for the annual Citi Open and continue being as great as possible for our community’s use. At the same time, neighbors have been clear about the volume of activity the neighborhood and surrounding area of Rock Creek Park is able to sustain. Earlier this year, we were made aware of plans by the Mayor to construct a new sportsplex at Carter Barron with additional tennis courts, including a community center, splash pad, and outdoor pool. I have been disappointed with the lack of transparency with the community around this potential development, which neighbors have not asked for and could bring detrimental environmental impacts and disruptions for nearby Crestwood and 16th Street Heights neighbors. As we look towards potential upgrades to Rock Creek Tennis Center, I look forward to continuing to work with ANC 4E, community leaders, and neighbors to fully assess the impact this project would have and ensure the community’s voice is centered.
Community News
Mubadala Citi Open Begins!
This weekend, the annual Mubadala Citi DC Open tournament is kicking off at the Rock Creek Park Tennis Center right in Ward 4. Matches will take place starting Saturday until July 27th. As a reminder, here are some important updates on the event and logistics, especially for nearby Sixteenth Street Heights and Crestwood neighbors:
- As with the past several years, the Citi Open will be coordinated by the Mayor’s office with the support of our Ward 4 MOCRs, Yamileth Escobar (Yamileth.escobar2@dc.gov) and Leticia Acosta (leticia.acosta1@dc.gov).
- During the tournament, parking restrictions will be in effect for much of 16th Street Heights and Crestwood. View the planned map of areas with restricted parking here.
- MOCRs have been canvassing neighborhoods to distribute parking passes to homes, churches, and businesses on restricted blocks. If you live in the restricted area and have not yet received a parking pass, you can pick one up at the 4th District MPD station. Neighbors must have passes out on display before the tournament begins.
- If you see an illegally parked vehicle or signage removed, reach out to DPW at 202-541-6083. I am asking DPW to respond immediately to any issues that come up during the event, particularly idling trucks, which has been of particular concern in recent years.
- If any issues arise, neighbors should submit a 311 request and email my team alongside our Ward 4 MOCRs and the relevant ANC commissioner. Your ANC commissioner will then respond with an update. To avoid confusion and have issues addressed as quickly as possible, please share concerns only through this channel.
I also encourage everyone to read about the incredible history of the DC Open itself! The tournament began in 1969 after reigning US Open champion Arthur Ashe courageously refused to play in non-integrated neighborhoods, so “black faces [could] come out and watch tennis.” If you’d like to learn more about the history of the tournament and its relationship to the civil rights movement in DC, click here.

Celebrating Ward 4 Centenarians
As a Ward 4 community, one of our greatest points of pride is being home to the largest number of residents over the age of 100 in the District. Right now, the Department of Aging and Community Living (DACL) is seeking DC residents age 100 or older to celebrate next month for the 39th Annual Centenarian Salute! If you know a Ward 4 neighbor turning 100 or older by August 15th, 2025, send their name, date of birth, contact information, and a short bio to dacl.communications@dc.gov by August 15th to honor them at next month’s event!

Ward 4 Pop-Ups continue next week! These pop-ups are about taking up positive space, addressing community concerns, and building safer, stronger neighborhoods together. Here’s the schedule of remaining events:

Understanding the New Bus Network
With WMATA’s new bus network in effect, many neighbors are still adjusting to the new routes, bus stops, and naming system. On Wednesday, July 23rd from 7 to 8:45pm, the Chevy Chase Community Association and Friends of Bus Transit are collaborating on an event, “Clarifying the New Bus Network,” to go over the new network in detail and answer all your questions. While the event will mostly focus on areas west of Rock Creek Park, the event is open to everyone. Registration is required to attend. To register, click here.
Addressing Dangerous Roads and Intersections
As we continue to advocate for more traffic calming measures across Ward 4, I encourage neighbors to submit Traffic Safety Input through DC’s 311 website. The more community members report issues, the more likely they are to get DDOT’s attention and action. We’re also working closely with DDOT through oversight and community engagement to improve the TSI process, making it more efficient, transparent, and responsive to the needs of our neighborhoods.
Testify on the RFK Campus Redevelopment
On Tuesday, July 29th, the Council is holding a hearing on the RFK Campus Redevelopment Act of 2025, which will help determine the future of the RFK stadium land now under District control. This will be neighbors’ opportunity to make their voices heard on what they want to see for the future of RFK and how it can best serve the interests of Ward 4 and District residents. Help ANC 4D Give Out Community Grants!
ANC 4D is forming a new pilot committee of residents and commissioners to solicit and evaluate their community grants to ensure they are marketed and distributed equitably and meet the needs and interests of the neighborhood. Ward 4 Faith Leaders Peace Camp
Registration is open for Ward 4 Faith Leaders’ Peace Camp, a program for kids ages 9-13 to counter violence in our communities. The program runs from August 4th to 15th, and focuses on building self-esteem, teaching conflict resolution, and promoting anti-bullying to help kids maintain healthy, constructive, and balanced lifestyles. Learn About Brandywine Valley SPCA!
On January 1, 2025, the Brandywine Valley SPCA (BVSPCA) entered into a partnership with DC Health aimed at enhancing and modernizing animal services in the District. BVSPCA is now responsible for all animal control, care, field, medical, and stray services, as well as adoptions for Washington, DC. BVSPCA’s expertise in animal care and control will be instrumental in ushering in and ensuring compassionate service for animals in DC. DC Water Updates
DC Water has shared several updates on work taking place in Ward 4 neighborhoods. Keep in mind that construction activities are highly dependent upon favorable weather conditions. Here are some of this week’s updates:
- For the duration of next week, DC Water is scheduled to perform roadway restoration and final walk-through activities on 7th St NW and Rittenhouse St NW.
- As part of the ongoing Chevy Chase Sanitary Sewer Project, DC Water is scheduled to perform sewer cleaning activities at the following locations for the duration of next week: 5500 block of Chevy Chase Pkwy NW, 3800 – 3900 blocks of Ingomar St NW, 5600 block of Western Ave NW, 3600 block of Jocelyn St NW, 3900 block of McKinley St NW, 3300 block of Military Rd NW, 3600 block of Kanawha St NW, 3700 – 3900 blocks of Ingomar St NW, 39th St NW, 5300 block of Chevy Chase Pkwy NW.
- For the duration of next week, DC Water is scheduled to perform final walk-through activities on 8th St NW and Quintana Pl NW

Happy Hour at The Parks at Walter Reed
Tonight at 5:30pm, visit The Parks at Walter Reed for a super fun happy hour to learn new line dances as well as dip and twist to your old favorites like the electric slide and macarena! The Parks’ favorite instructor Orlando will be teaching and leading along with resident DJ Harry Hotter! Beer and wine will be available for purchase. RSVP here.
Riggs Park Art Crawl
On Saturday, July 19th from 10am to 3pm, join The Parks Main Street for the annual Riggs Park Art Crawl at the Lamond-Riggs Lillian J. Huff Library. Featuring live performances, interactive workshops, handmade crafts, and engaging activities for all ages.
Upcoming Events at Merry Pin
Merry Pin craft shop and cafe in Shepherd Park is hosting several community events this weekend and over the next few weeks. Tonight at 6pm, join for Seashells by the Seashore and learn how to embroider a perfect summer vignette. On Saturday at 10:15am, join for Crafty Tales, where children are invited to hear captivating tales of artists and makers from around the globe. Then on Sunday at 2pm, join for Make Your Own Tote Bag, the perfect place to build confidence on your sewing machine while creating something fun and functional. New Exhibit at Zenith Gallery
iZenith Gallery in Shepherd Park is currently showing a new exhibit, with new works by Gallery artists and new artist Ashley Joi. The exhibit is open until August 30th, with Meet the Artist Receptions on Friday July 18th from 4 to 8pm and Saturday July 19th from 2 to 6pm.
“I am Beautiful Too” Community Empowerment Event
On Saturday, July 19th from 12 to 3pm, I Am Beautiful Too Empowerment Academy is hosting “I Am Beautiful Too: Chicken, Confidence, and Community: A Pop-Up Experience,” at Chick Fil-A in Fort Totten. This uplifting community event is designed just for young girls ages 8–13 and their families. Through affirmations, creative activities, and community building, the event is encouraging self-love, confidence, and positive expression — all in a fun and welcoming environment.

Jazz in the Parks at Riggs-LaSalle
On Tuesday, July 22nd from 6 to 8pm, bring your blankets and chairs for some live music in the park at Riggs-LaSalle Rec Center! These events are free, open to the public, and a great way to enjoy scenic open spaces all over the District. Find more upcoming dates on DPR’s website.
Hand Dancing on The Plaza
On Sunday, July 27th from 3 to 7pm, join DJ Rick G for Hand Dancing on the Marketplace Plaza at The Parks at Walter Reed! DJ Rick G has been presenting Hand Dancing and Line Dancing events in DC for more than a decade. Join for an all ages, all abilities hand dancing event while Rick plays Motown classics and soul and R&B hits from the 60’s, 70’s, and 80’s. Come early and Rick will walk you through the steps!

Important Reminders
Office Hours in the Community
Ward 4 office hours are happening every Wednesday afternoon at Fort Stevens Rec Center from 12 to 1pm, followed by office hours at Hattie Holmes Senior Wellness Center from 1:30 to 2:30pm. Community members can stop by and speak one-on-one with a member of our team about DC government services or our work in the Ward 4 community.
Support for Federal Workers
As many in our community face unprecedented challenges, I’m grateful to everyone who is stepping up to support neighbors. The Office of the Mayor has rolled out fedsupport.dc.gov, sharing resources for federal workers who have been laid off or impacted by recent cuts. I also want to remind neighbors of resources on my website for federal workers impacted by recent actions and neighbors facing the threat of immigration enforcement, compiled with the help of Councilmember Nadeau. DC government and the DC Council are also hiring for a range of positions, and I encourage community members to take a look at the open positions and share with a neighbor.
